Job Overview Enabel is the Belgian Agency for International Cooperation. It carries out Belgian governmental cooperation. The Agency also implements actions for other national and international organisations. Together with its Belgian and international partners, Enabel provides solutions to address pressing global challenges: climate change, urbanisation, human mobility, peace and security, social and economic inequalities, and global citizenship. With more than 2200 employees, Enabel manages some 150 projects in around twenty countries, in Europe, Africa and the Middle East. Under the supervision of the project Manager, the MEL expert provides strategic leadership for the design, governance, quality assurance and continuous improvement of monitoring, evaluation, learning and accountability systems across the Boosting Gambian Talents projects. The MEL Expert ensures that reliable evidence is generated and effectively used for accountability, adaptive management, strategic decision-making, policy dialogue, and institutional learning. The position is particularly relevant for complex intervention involving multiple financing instruments, multiple countries, multiple implementing partners, and diverse beneficiary groups. Key Responsibilities / Expected Results The successful candidate will be expected to: Design monitoring, evaluation, and learning architectures at project level Lead the development and revision of Theories of Change, Results Frameworks, and Performance Measurement Frameworks Develop integrated MEL strategies, manuals, methodologies, and quality assurance mechanisms Oversee data quality assessment systems Advise executive management and project teams on strategic M&E issues Promote innovative monitoring and learning approaches Lead strategic knowledge management and institutional learning processes to strengthen project effectiveness and organizational performance Promote a culture of results, accountability, learning, and evidence-based decision-making across the organization and among partners Support the integration of cross-cutting themes (gender, youth, and diaspora engagement) into MEL practices Capitalize on and manage project knowledge Document and analyze entrepreneurial mobility outcomes, partnerships, job creation, and ecosystem-strengthening impacts to support evidence-based learning Facilitate learning sessions with project teams and partners to identify bottlenecks and challenges Establish feedback mechanisms for entrepreneurs, the diaspora, and implementing partners to support continuous project improvement Profile Degree level Master’s degree in economics, statistics, agronomy, business administration, entrepreneurship, data science, social sciences, socio-economics or equivalent Experiences required 5 years in Monitoring and evaluation of projects / development program 3 years Development of tools and methods for monitoring and evaluation and change and capitalization of experiences Master of project management tools: baseline, quarterly and annual monitoring, GIS; Specific competences or knowledge considered an asset: Change management methodology and risk management in the public or private sector are an important asset Advice, coaching, monitoring and control on the entrepreneurial ecosystem in the Gambia Languages: English and possibly French, Mandinka, Wolof You agree to respect Enabel’s vision, mission and values ( ) We offer An extremely enthusiastic multicultural team that promotes collective intelligence An exciting role in a constantly evolving organization, renowned for its quality of implementation of development projects and attentive to its employees A 36-month contract based in Banjul with regular travel (in the country and in Belgium) Start date: December 2026 A salary package including the gross monthly salary valuing the relevant experience corresponding to our scales (class 6…
