Job Overview Directorate: Policy, Planning, Monitoring and Evaluation Location: National Health Insurance Authority Headquarters JOB PURPOSE Provide strategic and operational leadership for NHIA membership, enrolment and beneficiary registration, ensuring accurate membership records, effective enrolment services and increased coverage. KEY RESPONSIBILITIES Develop and implement membership and enrolment strategies, plans and targets aligned with NHIA objectives. Oversee registration and enrolment processes and ensure consistent service standards across enrolment points. Ensure the accuracy, integrity, security and regular updating of the membership database. Monitor membership growth, retention, coverage and eligibility, identifying underserved populations and areas. Develop and coordinate targeted enrolment campaigns, partnerships and digital enrolment initiatives. Monitor enrolment performance, resolve operational bottlenecks and improve member experience. Provide accurate membership statistics and analysis to support management decisions and public education. Manage and supervise staff and ensure efficient use of resources. QUALIFICATIONS A candidate for the position should possess: Master’s Degree in Health Services Management, Public Health, Health Administration, Nursing, Business Administration, Applied Economics, Information Management, Social Sciences, Management or a related field. Professional training in health insurance, membership management, customer service, data management, monitoring, evaluation, accountability and learning and information systems is an advantage. EXPERIENCE The candidate should have: At least 5–7 years’ relevant experience, including 3 years in a supervisory/managerial role. Demonstrated experience in membership, enrolment, registration, customer service, health insurance or related functions. Experience in database/information management, data analysis and performance reporting. Experience with digital enrolment or health information systems is desirable.
